Labor's tourism spokesman Anthony Albanese has obtained documents under freedom of information which shows there have still been no departmental guidelines established for issuing the $16 million dollar grant.

Cabinet Minister Eric Abetz said on Thursday that when in opposition the Coalition accepted at "face value" the proposition that Cadbury could not upgrade its factory for public tours without government support.

Senator Abetz said "if the case doesn't stack up, then, of course, we need to reconsider because just because we promised it, it was all done in good faith but we will, at the end of the day, protect taxpayers' dollars".

The minister said he has "every confidence" the grant will go ahead but warned it could take up to two years.

"If it takes 12, 18, 24 months to get it absolutely right to protect taxpayers' dollars, that is what we'll do," the minister told the ABC.

Mr Abbott visited the Cadbury factory in Hobart exactly one year ago to pledge the $16 million.

The Coalition said the money would pay for an upgrade to the Cadbury factory so members of the public could once more tour the plant, providing a tourism boost for Tasmania's struggling economy.

It was later revealed the staffer dumped from working in the office of the Assistant Health Minister Fiona Nash helped lobby for the grant.

Labor opposes the grant because it says it is at odds with the government's tough stance on corporate welfare and the Prime Minister Tony Abbott's decision last year to refuse a request for taxpayer assistance from fruit cannery SPC Ardmona.

"This grant always seemed to be more about politics than anything else," Mr Albanese said in a statement.

Mr Albanese said that one year after announcing the grant "nothing has happened except the exposure of government misinformation".

He said the documents he obtained show the government is "forcing" the bureaucracy to justify the grant.
