People would have the ability to ask if their partners were previous domestic violence offenders under a re-elected Coalition government, Premier Mike Baird has told an International Women's Day breakfast in Sydney.

Pru Goward would become the state's first Minister for the Prevention of Domestic Violence under a package of reforms announced on Friday.

"There is a plague in our state that we need to eradicate and that is domestic violence and sexual assault," Mr Baird told the Sydney International Women's Day Breakfast at Australian Technology Park.

"Every single week we lose someone amongst us to domestic violence. And incredibly this year it has actually spiked, so that is a clear reminder we have to do more."

Introducing the proposed domestic violence disclosure scheme, Mr Baird said it would be the first of its type in Australia.

The scheme would initially run as a pilot, and it would allow people to ask authorities for information if they are concerned their partner may represent a risk.

The scheme, modelled after the so-called Clare's Law scheme in the UK, would also give government agencies the ability to disclose this information on a "right to know" basis.

State government agencies Women NSW and the Department of Justice will develop the scheme, reporting back to the government on potential legal reforms this year.

The creation of a new position meanwhile, the Minister for the Prevention of Domestic Violence and Sexual Assault, would also be an Australian first, Mr Baird said.

The position would be filled by the Minister for Women, currently Ms Goward.

"It is time we elevated this to the level we should," Mr Baird said. "We can't continue with the statistics we are seeing."
