A rescission motion to stop the project from moving forward was lodged last week, but it failed at Wednesday’s council meeting.  

On Wednesday night councillor Needham spoke against the motion stating that they will cost the council up to and over $20,000 a year.

“In 10-15 years time some councillor is going to be asking how we accounted for these vouchers, we need to account for it now,” Cr Needham said. 

“We also need to have a system of vouchers that can’t be reproduced, and find a way to notify council when the vouchers have been used."

Cr Needham argued that it will give value to those people using the tip at the expense of those people not using the tip. 

“So pensioners who don’t have a trailer, single mothers who don’t have a car will be paying for people who do use the tip, whether it is a 30 per cent participation rate, or whatever it might be, the people who do use the tip will be getting a free ride.

“If we go ahead with this I’ll be using the vouchers because of the cost of $30 effectively I will be getting $50 or more of waste disposal, and who will be paying for it, everyone else in Yass.” 

Councillor Michael McManus also voted against the proposal, suggesting that the service costs would go up to account for it, for the use of dockets for the transfer station. 

“I expect the rise will be around the $20-30 mark. Nothing is free and council will have to find the funding whether it is through internal funding or increasing revenue,” Cr McManus said. 

While he voted against the motion, he claimed he'd fully support the decision made by both councillors and the council.   

Councillor Jasmin Jones was thrilled with the failure of the rescission motion, describing the project as a way for ratepayers to minimise costs and has proven to be a successful service in councils Australia wide. 

“I think it heralds embracing fresh ideas and shows council wanting to push ahead, responding to community desires,” she said. 

Ratepayers will be able to access the waste vouchers in the 2015/16 financial year.
