Racing minister Troy Grant has indicated the inter-code agreement is unlikely to be used as the model to distribute funds if tax parity comes as part of the state budget. He said there were a number of models being considered as part of the budget process.

The NSWTA wants to see any extra funding funnelled to infrastructure, rather than prizemoney as the racing minister suggested to Fairfax Media, which is at odds to Racing NSW's strategic plan.

"Like most industries, racing revenue sources are rapidly changing. It is getting tough keeping racing competitive with one hand tied behind our backs, paying more than double the state tax compared to our Victorian counterparts," NSW Trainers Association chairman Adam Kilgour said.

"Whilst the future fund is a great idea, we also need to be careful it doesn't become a politicised cash bag, only doled out to race clubs in marginal seats."

The trainers' association believes that getting more funding is essential for the industry to continue to grow and flourish. Kilgour offered an insight into where participants think the money needs to go.

"Spent properly, this money has to do three things to pay back any taxpayers' generosity," Kilgour said.

"One: improve infrastructure so lives are saved and racing quality and reliability are improved. That will improve field sizes and betting turnover which sustains the industry.

"Two: help promote horse racing in NSW to a new generation of owners by reducing the costs of racing. This can be done by getting rid of fees for trials, trackwork, nominations and acceptances as other states have done.

"Three: secure the livelihoods of participants in the industry, who make this such a great Australian sport and industry."

Kilgour said facilities at tracks around the state need urgent upgrades to secure the future of racing. He is not just concerned with city tracks, pointing out the majority of trainers are outside the metropolitan area.

"Of the 1150 racehorse trainers in NSW, 90 per cent train for owners at country and provincial tracks. The race meetings they compete in from Grafton to Goulburn are the source of much of the day-to-day betting turnover that funds the industry," Kilgour said.

"There is general agreement throughout the industry that track improvements and training facilities deserve priority from these additional funds."

Meanwhile, Australasian Oaks winner Delicacy has been made the $2.80 favourite by Sportsbet for Saturday's South Australian Derby after drawing barrier 14.

"She has won her past five in a row and was completely dominant in the Oaks last weekend. She beat the boys in the WA Derby and looks the one to beat again," Sportsbet's Joel Caine said.
