The vigil at 6.30pm–7.30pm will pay tribute to Eurydice Dixon, who was raped and murdered in a Melbourne park on her way home.
Ms Dixon was the 30th woman killed by violence so far this year.
Mr Kelly said the vigil was a “gesture to say that I believe that we need to find a way to remove this sickness from our community”.
“I will be in the park with a candle, play a few songs, sit for a moment in silence.
“It isn't about women changing their behaviour, it is about raising men and boys who know that violence is never an option and that they have no right to a woman's body,” Mr Kelly said.
Residents are invited to attend to support, where they may also sing and read poems.
