Yass Valley mayor Rowena Abbey officially opened the building at Binalong Brahmans' home game on Saturday, May 25.
The building includes changing rooms, toilets, a canteen and store room.
"A new amenities building has been on the Binalong community's wish list for many, many years," Cr Abbey said.
"Sport and social activities are so important for small communities such as Binalong and I cannot thank the NSW government enough for understanding this importance and providing us with the funding to achieve this project," she said.
This is the first of three amenities buildings to be opened under the $1.65 million Yass Valley LGA Facilities Upgrade Program, which was funded by the NSW government's Stronger Country Communities Fund.
Construction of the Sutton amenities building is underway and anticipated to be opened in September.
Construction of the Gundaroo amenities building will take place in the 2019/2020 financial year, with the finalisation of plans currently underway, a council statement said.
Member for Goulburn Wendy Tuckerman said it was good to see the building finished ahead of the peak of rugby league season.
"Usually coinciding with the coldest time of the year," Mrs Tuckerman said.
"The Stronger Country Communities fund is a once-in-a-generation investment and I'm excited to see these projects being completed and opened," she said.
Binalong Progress Association president Libby Elliot said the new amenities building would allow Binalong Public School and sporting teams to host more events.
She said it would also allow Binalong to welcome visitors with new and clean facilities.
