Several of the demands of the Police Association Victoria include an annual 4 per cent pay increase for its members and less working hours.

"The current offer is unacceptable, we need to see change or we are on the path to conflict," Association secretary Wayne Gatt told AAP on Sunday.

The union is also pushing for fairer working patterns for their 17,000 members and compression of their shifts, with minimum staffing level standards to be raised.

"Police are out there fighting to keep the community safe, they don't want to be fighting for a fair enterprise agreement as well," Mr Gatt said.

He argues that the agreement with the government is set to expire, so pay increase talk is well overdue.

Mr Gatt says that the current offer from the government is not good enough, and unions will take action if nothing changes.

He says police go through too much during their shifts to have the current offer on the table be fair enough to continue.

"Police shifts regularly present with trauma, grief and danger. When you do it for a long period of time, you go home absolutely and utterly exhausted," Mr Gatt said.

Victorian police members are also reporting high rates of mental injury, he argues.

The first six months of the government's 4 year agreement would involve a pay freeze, which would mean police would not receive an increase in the first six months, with no option for back pay.

The union's demands also include additional pay increases for senior sergeants and sergeants, a 10-hour four-day-a week working roster and an established structure for Protective Service Officers.
