The announcement was made by first-grade coach John Hawke at the Magpies presentation night on September 27 and is indicative of Hawke's 'keep it local' mantra.
"Scotty was a pretty straight forward decision, I've known him for a lot of years, I respect him and the players respect him too," Hawke said.
Waters, who captain-coached the Magpies in the 2013 George Tooke Shield, said he wouldn't be lacing up the boots again.
"Nah I'll just be coaching, but I'm looking forward to the challenge and working with Hawkey," he said.
President of the Magpies, Greg Smith, said Waters is the "perfect fit".
"It was great that Scotty put his hand up, he's the heart and soul of the Magpies and all the players look up to him," Smith said.
"You just have to look at what he did back in 2013, when he managed to scrape together a team, he had blokes coming out of retirement to play alongside him."
There's just one piece of the puzzle missing now with the under 18s coach still yet to be named.
Pre-season training
The Yass Magpies 2015 senior campaign begins next month with the first training of the year pencilled in for November 25. Here is the schedule for the rest of the year.
