At the March council meeting the proposal to provide ratepayers with domestic vouchers was won with a five to four vote majority. Since then, there has been a motion to freeze the project for further debate. 

The rescission motion has to be signed by three councillors to pass. 

In the March meeting councillors Burgess, Butler, Frost, Jones and Ware voted for the project and Councillors Abbey, Daniel, McManus and Needham opposed it. 

Director of Engineering Gary Chapman said there is "no such thing as a free lunch" and that further debate is needed by councillors before a decision is made as to whether they will provide this service.

“If council say no to the proposal then it is really dead in the water,” Mr Chapman said. 

“Nothing will be happening anyway until the next financial year.” 

The proposal was brought to council by Cr Jones who stated that recent community forums in Yass and Murrumbateman suggested that ratepayers were unhappy with some of the services provided. 

“Many councils across Australia provide two domestic waste and/or green waste vouchers to ratepayers with their rate notice which is highly valued by residents,” Cr Jones wrote in a statement for the council meeting. 

“The print run provides little overhead cost, staff are already on site, opening times are already set and it would not require opening times to change.”

The benefits, according to Cr Jones, includes reducing costs for ratepayers and reducing the number of pick-ups every week

“[The vouchers will] address illegal dumping issues from within the shire due to tip fee cost avoidance,” Cr Jones stated. 

She said other benefits include reducing the storage of unsightly junk and garbage in residential areas and reduce the storage of flammable items. 

The rescission motion will be discussed at the April council meeting on Wednesday, however Cr Jones said that she is confident that it will still be passed.
