The award aims to recognise those who volunteer their time and contribute significantly to community rugby across Australia.
Mr Noval has been a long-term volunteer in for the ACT Brumbies in its junior-development programs across the ACT and South NSW.
He is one of fifteen finalists chosen after the top nominations from each state and territory were considered.
Winners will receive their award at the John Eales Medal night on Thursday, October 27.
The volunteer of the year recipient will also receive a $10,000 grant for their local club or school to improve facilities and services.
The other categories are the lifetime volunteer and young volunteer awards, with winners receiving a $5,000 grant each.
